Headquarters,
Hong-Kong 5th May 1891.
In order to facilitate the rendering
of the concurrent report from Your Excellency, the Airal,
Commander-in-Chier and myself calleu for oy the Houẹ
Authorities in July last, which has been delayed for many
Months owing to the changes which have taken place in the
Naval Comana, I have the honour to forward a sketch illte-
trative of the propose contingent arrangement. 1or t.e
extension of the Dockyard in Victoria as verbally arrangia
yesterday at the conterence between Your Excellency,
Aqairal and myself,
I understood that the chief points
arranged at that interview were as follows:-

1. That the Colonial Government has finally withdrawn
the offer of providing land and buildings for the
two services in the neighbourhood of Causeway Bay
owing to its non acceptance by the Navy unk other
circumstances having renuered it no lo¤T prauli-

2. That the Goverment will no longer urge the necessit
or carrying out the projecteu rodd along the sea
